The Senior Manager, IT PMO is accountable for leading a team of IT Project Managers and ensuring the consistent, high-quality delivery of the IT project portfolio. This role provides leadership across operational and technology initiatives, including but not limited to applications, infrastructure, integrations, and digital transformation, while also guiding and improving project governance, delivery standards, and transparency. The role partners closely with the IT PMO Director, the IT PMO Cost Administrator, IT leadership, and business stakeholders.
The role
People Leadership & PM Capability
- Lead, coach, and develop a team of IT Project Managers delivering technology initiatives across multiple domains, including day-to-day people leadership, workload balance, performance expectations, performance reviews, and career development aligned to PM competency frameworks
- Lead key components of the IT PMO strategy, workforce planning, roadmap, and maturity objectives in partnership with the Director
- Build a collaborative, accountable, and high-performing PMO culture focused on delivery excellence, continuous improvement, and stakeholder partnership
IT Project & Program Delivery Oversight
- Proactively identify delivery risks, capacity constraints, and dependencies; intervene as needed or escalate when necessary to the Director
- Provide oversight of third-party delivery partners and vendors to ensure alignment with scope, timelines, deliverables, and performance expectations
- Ensure effective management of scope, schedule, budget, risks, issues, and dependencies across projects
IT Governance, Controls & Financial Management
- Work with the IT PMO Director to define and enforce IT PMO governance, delivery standards, and lifecycle controls
- Define, standardize, and continuously improve PMO processes, delivery methodologies, governance standards, templates, and controls across the IT project portfolio
- Partner with the IT Project Cost Administrator and IT Finance to ensure compliance with IT financial governance, including CapEx/OpEx tracking, forecasts, and approvals
- Support audit, compliance, and regulatory requirements
- Manage escalations with a focus on resolution, accountability, and transparency
Portfolio, Demand & Resource Management
- Partner with the IT PMO Director to manage intake, prioritization, and sequencing of IT initiatives based on capacity, value, risk, and strategic alignment
- Ensure portfolio‑level visibility into delivery health, capacity, dependencies, and financials
- Support resource planning and capacity management across the IT project portfolio to inform delivery commitments and trade-off decisions
- Identify systemic risks, bottlenecks, and improvement opportunities across the portfolio
Tools, Data & Continuous Improvement
- Drive effective use of IT PPM tools (e.g., Smartsheet, Planview, ServiceNow, Jira, Azure DevOps)
- Establish consistent portfolio reporting, dashboards, and metrics for leadership
- Lead PMO maturity initiatives to improve predictability, efficiency, and delivery outcomes
- Embed lessons learned and continuous improvement into IT delivery practices
The requirements
- Bachelor’s degree in Information Systems, Computer Science, Business, or a related field, or equivalent experience.
- 12+ years of progressive experience delivering complex IT projects and programs in enterprise environments, including at least 5 years of demonstrated people leadership experience coaching, developing, and leading IT Project Managers or project delivery teams across multiple functions and business units.
- Project Management certification required, such as PMP or equivalent; PgMP certification is considered an asset.
- Agile certifications, such as SAFe or Scrum, are considered an asset.
- Experience in a manufacturing environment and/or publicly traded company is considered an asset.
- Experience managing large-scale system implementations, integrations, and vendor engagements.
- Strong working knowledge of IT delivery models, SDLC, technology governance, and related frameworks such as ITIL or COBIT.
- Strong understanding of IT financials, including CapEx, OpEx, forecasting, and benefits realization.
- Excellent stakeholder management, executive-level influencing, and communication skills.
- Strong judgment, decision-making, and escalation management skills.
- Ability to balance governance, structure, and practical execution in a fast-paced, ambiguous enterprise environment.
- Excellent written and oral communication skills in English and French; Spanish is considered an asset.
- This position requires proficiency in a language other than French to support customers, employees, or markets located outside the province of Quebec or requiring services in a language other than French — mainly English.
